Representatives shall be elected through political parties by all voters in the country. Each voter shall select a political party they support. The five parties with the most votes will send representatives to fill seats in the house. These are the major parties.
The percentage of the seats a party receives shall be the same as the percentage of the votes that party received, with seats assigned by the following method:
Each party shall create ordered lists of representatives by the method of their choosing. Lists will be used to fill a party's seats won in the order of their list. Lists shall be made public at least 30 days prior to elections and must have as many candidates as there are representatives being elected.
Parties may choose to have their votes transferred to another party in the event they do not receive enough votes to be a major party. Transferred votes shall be used to calculate representative seat assignments, but shall not be considered when determining the five major parties. If a party does not win a spot as a major party and did not choose to have their votes transferred, then that party's votes shall not be considered in any way when calculating seat assignments. Parties must choose to transfer votes at least 30 days prior to elections.
Candidates or parties running for federal office must collect hand signed statements of support in order to be on the ballot for the general election. Statements must be from voters.
Parties running candidates for Representative must collect 2,500 statements per state in ¼ of the states. After a party has met this threshold, they shall be on the ballot in all the states.
Candidates for Senator must collect 5,000 statements from their state.
Candidates for President must collect 5,000 statements per state in ¼ of the states. After a presidential candidate has met this threshold, they shall be on the ballot in all the states. Presidential candidates must endorse a candidate for vice president at least 60 days before the election to remain on the ballot.
No additional requirements for access to the ballot will be imposed on candidates or parties except those in this constitution.
